Great Moments in Really Bad Reporting

Is it just me, or does this article make no sense? Particularly this part:

“Baltimore and Milwaukee were the only states with more contaminated sites per capita than Portland. The city of Los Angeles had the most contaminated sites: 271,360.”

First of all, Baltimore and Milwaukee aren’t states. They’re cities. Same goes for Portland. I’m pretty bad at math, but if Los Angeles has the most contaminated sites, and Baltimore and Milwaukee also have more than Portland, how is Portland number 3? Or is this a per capita thing?

    Here’s one I am trying to read: “The group will inform and shape the plan and provide background into specific recommendations and key findings adopted so as to reduce duplication of work products.”
